Technology Procurement Manager

The Technology Procurement Manager is an integral part of the isolved team responsible for the procurement of corporate technology goods. The position provides analysis, and management of vendor contracts to accomplish corporate objectives and ensures compliance with applicable policies to achieve variable cost productivity, working capital and business financial goals. The Procurement Manager represents the company with partners, vendors and customers and exemplifies the company vision and values while driving successful operations.

The Technology Procurement Manager reports to the Director of IT Services. Well-developed interpersonal and influencing skills is paramount in this role, has strong professional reputation and a high level of work ethic and excellence, transparency, and openness. The employee works within general methods and procedures and exercises considerable independent judgment to select proper courses of action. This person must be a self-motivated team member that is a strong communicator, has exceptional customer service orientation and can exercise strong problem-solving skills and analytical thinking. This role requires rigorous attention to detail.

Principal Responsibilities

  • Establish and maintain sound, cost-effective strategies to support procurement process.
  • Conduct cost analyses and set benchmarks for improvement.
  • Develop and maintain risk management procedures to mitigate losses.
  • Responsible for ensuring highest level of integrity and confidentiality of the procurement process and proper adherence to procurement policies and procedures.
  • Evaluate the quality and appropriateness of services, supplies, vendor agreements and equipment, conduct cost and quality comparisons and analysis.
  • Review and authorize purchase requests to ensure service agreements are met, and maintenance contracts adhere to procedures and budgets.
  • Negotiate contracts and sub-agreements.
  • Ensure timely approval and payment per vendor terms.
  • Correspond with management regularly regarding the efficient flow of goods and services affecting production.
  • Work directly with vendors to request proposals for repairs, maintenance, and capital improvements.
  • Prepare department budget(s), including capital, operating and construction budgets and responses to monthly and yearly budget variances.
  • Manage vendor database, including vendor Master Service Agreements (MSA's).
  • Oversee asset inventory, as well as disposal of inventory, including capital assets for fix asset management.
  • Ensure safe and efficient operations in compliance with applicable regulatory and safety guidelines while maintaining service excellence.
  • Maintain audits regulatory compliance documentation.
  • Adopt best practices (ITSM/ITIL) for improved support & servicing.
  • Rationalizes redundant investments, define investment and cost reduction strategies.
  • Work closely with the legal department to make sure contracts and terms are favorable.
  • Other duties as assigned.

Essential Requirements

  • Bachelor's Degree or equivalent combination of education and work experience in a competency area such as: Contracts, business administration, management, accounting, economics.
  • Experience conducting analyses and implementing recommendations/action plans based on those analyses.
  • Strong understanding of key legal terms relevant to corporate contracts.
  • Experience creating a negotiating plan and leading negotiation efforts on purchase agreements and/or vendor contracts.
  • The incumbent should have sound judgement, excellent listener and communication skills and sufficient diplomacy and tact to deal effectively with professional relationships.
  • Experience working in a matrixed organization and have built constructive and effective relationships.
  • Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions.
  • Ability to communicate the needs of others effectively.
  • Ability to maintain favorable public relations and perform problem/issue resolution.
  • Ability to work in a team environment.
  • Strong computer, proofreading, research, and organizational skills.
  • Proficient in Microsoft Office.
  • Ability to work professionally and independently on assigned tasks and to complete assignments in a timely manner with great attention to detail.
  • Ability to effectively communicate with corporate c-level, vendors, and all levels of staff.
  • Highly organized with the ability to manage multiple projects.
  • Has the ability to liaise with different departments and multiple business disciplines.
