Job Description
The Senior Technical Program Manager role drives successful completion of strategic technology initiatives and programs by leading and tracking progress toward critical program deliverables throughout the planning, scheduling, and implementation phases. Well-developed interpersonal and influencing skills in meeting objectives is paramount in this role, as is a strong professional reputation and a high level of work ethic and excellence. The Senior Technical Program Manager provides centralized management for multiple programs and work efforts and leads the efforts to identify, define, prioritize, manage, and govern technology, data, and/or business focused programs to achieve strategic objectives. This person works within general methods and procedures and exercises considerable independent judgement to select proper courses of action.
Core Job Duties
- Plan, execute and deliver assigned product programs
- Foster collaborative and productive environment
- Clearly communicate program/initiative goals, and ensure alignment with strategic objectives
- Engage with key stakeholders to define scope, manage expectations, establish communication management, perform change control management, and provide regular updates on progress, risks, ad mitigation strategies
- Identify potential risks, issues and dependencies and work with leaders to develop ways to mitigate them
- Support readiness planning and execution in collaboration with readiness stakeholders to enable the successful release of new offerings and/or product enhancements
- Responsible for managing the complete lifecycle of technology product implementations
- Accountable for total life cycle of Program and Project Management, including project initiation and planning, development, testing, implementation, and closeout
- Build synergies across multiple programs and provide content, improvements, and insight to the Portfolio management organization
- Provide leadership and direction to the program team so that tasks and activities are coordinated for program scope control, quality control, communication management, change control management, risk management, and issue management
- Adopt internal delivery methodologies (ITIL, Agile, Kanban) with measured success criteria to deliver continuous, iterative value
- Adopt best practices (ITSM/ITIL) for improved support & servicing
- Establish and monitor program priorities, objectives, and procedures, determining area objectives, targets of service, and resource needs allocation.
- Manage and oversee mid, long-term and/or multiple complex programs
- Develop program scope, cost estimates, human resource requirements, work plans, time schedules, communication plans, and makes work assignments to meet program objectives
- Develop and maintain records, prepare reports, and composes correspondence
- Serve as a liaison between internal and external stakeholders/user concerning requests, standards, and other program and project matters
- Provide input on program team member performance through the review of completed work assignments and work techniques
- Coordinate work activities by scheduling staff assignments, setting the work priorities, and directing the program team members tasks to completion as well as work assigned to vendor or contractors
- Identify staff development and training needs; ensure that training is obtained as needed
- Rationalize redundant tool investments & define investment & cost reduction strategies
Minimum Qualifications
- 5+ years Project Management and 3 years Program Management experience
- Thorough knowledge of Program Management principles, concepts, and practices
- PMP or like certification preferred
- Proficiency at creating technical documentation for programs and procedures utilizing Microsoft collaboration tools
- Relevant experience with modern software/systems delivery methodologies like Agile, Kanban, etc.
- Thorough knowledge of advanced concepts and basic operating principles of data communications and information systems hardware and software
- Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions
- Ability to maintain favorable public relations and perform problem/issue resolution
- Ability to communicate the needs or others, build consensus, facilitate working sessions, and negotiate solutions and alternatives
- Ability to effectively communicate across all levels of the business including corporate c-level and vendors
- Ability to resolve conflicting high-priority requirements
- Strong computer, proofreading, research and organizational skills
- Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook
- Ability to work professionally in a team environment and independently on assigned tasks
- Ability to complete assignments in a timely manner with great attention to detail
